CAREER SUMMARY: (1985-2008 / 23 Years)
Manju is a thought leader in ICT enabled Development with over two decades of experience in Development, Management Consultancy, ICT & Engineering, while holding senior leadership positions in the private sector, government & the development sector. He has advised governments internationally as well as being a resource person, speaker and expert panelist at a number of international gatherings. Before joining the World Bank, he was involved at a national level in policy making, in collaboration with the various Chambers of Commerce, Trade Associations and Civil Society organizations across Sri Lanka.
Manju is an MBA with a Distinction from the University of London (1991). & is a British Chartered Professional (1989) with a BSc (Hons) in Engineering from the Imperial College, London (1985).
PRE BANK EXPERIENCE: (1985-2006)
Manju has held very senior positions in the public sector, including the prestigious position of Advisor to His Excellency the President of Sri Lanka (Head of State). Prior to that he was the founding Managing Director/CEO of the National ICT Agency of Sri Lanka, which championed the e- Sri Lanka program, on a national scale from concept to implementation. The ICT Agency was the key driver of public sector reform across the government of Sri Lanka (GoSL). The Agency also facilitated local Private sector development, rural innovation & ICT applications in community development countrywide. He was also a member of the cabinet appointed Public Sector Reform’s Committee of the GoSL. In Academia, his involvement includes serving as a governing Council Member of the Open University of Sri Lanka, which is leading the way nationwide in distance & e-learning.
Manju has also had a very successful career in private sector, rising to the top of the corporate ladder as the Chairman to the Board of a number of prestigious, public quoted companies. These include, Kshatriya Group of companies, Ceylon Oxygen Ltd., Kothmale Group of companies & Kelsey Group of companies. Their areas of business span from finance & capital markets to property development, food, healthcare, manufacturing & ICT.
Prior to that, he was COO/Executive Director responsible for the global operations in US, India, Sri Lanka and Singapore of Millennium IT - one of the world’s leading capital markets trading software providers. He was also the founder Chairman of e-Channelling - a pioneering health services provider, & Sri Lanka’s first technology IPO to be listed on the Colombo Stock Exchange. Before that he was MD/CEO of one of Sri Lanka’s largest multi–disciplinary engineering companies.
Manju has also practiced in the UK & EU as a management consultant for ARUP Economic Partners (London), where his international assignments included economic & financial feasibility of major cross border infrastructure projects, Urban & City transport planning, Business re-engineering & strategic planning for the government & major corporates. He also worked for the world’s leading Engineering Consultancy-Ove Arup in design, implementation & supervision of major projects in the EU & East Asia.
WORLD BANK: (Dec. 2006-Todate):
In his present role with the Bank, Manju has a diverse portfolio of activities which range from innovative product development in sustainable tourism, nurturing the nascent private sector in the Bhutan PSD project, to supporting Bank teams on the standard products such DPLs & ICAs. His diverse skills & experience are readily in demand across many Bank units.
He has already developed strong relationships with his counterparts & created new lines of business for SAR, which has resulted in the first investment project in Tourism for SAR. He has lead the dialogue with 7 of the 8 countries in SAR to stimulate better quality Jobs & growth through regional collaboration in the Technology Enabled services sector. He is championing the cause of regional collaboration & knowledge sharing, both within SAR, as well as, between SAR & other regions through the South - South dialogue. He is advising & supporting a number of our client countries globally to achieve better governance, public service delivery & improved investment climate through public sector reform, e-Government & PPPs as well as using his extensive private sector experience to improve competitiveness, business infrastructure & private sector development in general.
